State coverage and upload-only jurisdictions

Resale Proof maintains a defined certificate path for all 50 US states plus the District of Columbia. The right path depends on the state’s rules and certificate format.

Generated in-app

Generated forms are available only when the official blank certificate is intended for taxpayer or seller completion.

Launch generated-form support includes:

JurisdictionForm
MTCMultistate Tax Commission Uniform Sales & Use Tax Certificate
CaliforniaCDTFA-230 General Resale Certificate
TexasForm 01-339 Sales and Use Tax Resale Certificate / Exemption Certification
New YorkForm ST-120 Resale Certificate
IllinoisForm CRT-61 Certificate of Resale

For these jurisdictions, buyers can fill the form in-app or upload an existing certificate PDF.

Upload-only

Upload-only means the buyer must provide an existing certificate, permit, or state-issued document. Resale Proof still collects, stores, reviews, tracks, and exports the record.

Upload-only is used when:

Florida DR-13 is the clearest example: Florida issues the Annual Resale Certificate. Buyers retrieve their certificate from the Florida Department of Revenue and upload it to Resale Proof.

No statewide sales tax states

Alaska, Delaware, Montana, New Hampshire, and Oregon do not have a statewide sales tax. Resale Proof records these as no-statewide-certificate jurisdictions rather than applying a Shopify resale exemption.

Merchants with local or special tax obligations in those states should talk with a tax advisor before relying on a generic workflow.

What “supported” means

Supported means Resale Proof can provide the appropriate product workflow for that jurisdiction:

It does not mean Resale Proof gives legal advice or guarantees state acceptance.
